Hm I did that myself but did some modifications.
Get IrfanView and a BMP of the sprite you want to compile. In GIMP/etc, makre sure it's set to Indexed. Then, open your indexed BMP with Irfanview and go to view > map or something like that. Then change the last color (bottom right) to the color you want the crosshair to be in-game. Now compile your BMP with SprWiz and have it set to IndexAlpha.

Thanx waq :D, I'll notify you if this work

EDIT: there isn't a "map" option or something like that, there is a "HEX View", is that?

It's good for viewing TGA and GIFs (Win7's GIF viewer is IE, how pathetic..). And palette editing.
And other stuff that I don't mess with :p

So. Take the sprite you want to have green in-game. Load it in Sprite Explorer. Export it as a BMP.
Edit the crosshair in Paint / other program however you want.
Open the BMP in GIMP.
Go to Image > Mode > Indexed > 256 > OK.
Now, open your Indexed BMP in IrfanView and go to Image > Palette > Edit Palette
Go to the color in the bottom right. Double click it.
You should get a box of colors like you'd get in Paint.

Here's the green I used (it's the same as the default OF green)

Hue: 92
Sat: 163
Lum: 99
Red: 34
Green: 177
Blue: 76

Now save the BMP with IrfanView.
Now load SprWiz, and choose your crosshair BMP that you just saved in IrfanView and compile it as IndexAlpha.

I follow those steps and it looks like this:

Btw, instead of leaving the scanlines how they are, I recommend making the scanlines full-on solid black lines, in the style that the other HUD elements use.
You can do this in GIMP. Filter > Distorts > Erase Every other row
It might take some changing of the filter's options, but it'll do the otherwise tedious job for you.
