(This texture is suppose to be pixalated because of the camo design. I've seen it on Google, obviously where its been taken from).

From what I gather he wants to make his current camo texture slightly transparent so that the wrinkles and pockets of the pants show up. In other words, in order to achieve this he would need an original HGrunt 'fatigues' texture but without any camo pattern. I have no idea where you could find a texture like that so I'm guessing it would have to be custom made. After you have the plain pants texture, import it into photoshop, import the camo texture as a new layer and convert it to an overlay.

Not many people have photoshop... Cause it's so dam expensive... I have photoshop - So let me know if I can help.  :)
